A Level 3 is the only inspection that takes part of the building apart. When a Level 2 scan has produced real evidence of a concealed hazard — a breach behind the smoke chamber, damage inside a closed chase — the answer sits behind finish material or masonry, and the only way to see it is to remove that material. We open the minimum required: a section of wall or ceiling finish, a chase panel, or courses of brick, then document what is underneath and rebuild what we opened. The starting figure covers a single contained access opening.
